Fox valving question

I have this pair of fox 2.0x14 shocks I got used. I took one apart today and the valving doesn't really make sense to me.
It has a straight stack of .015 on the rebound and compression is all .008 except for the smallest one that's .020. and a rate plate.
I would assume it was being run upside down except then the rate plate would be on rebound.
Does anyone have any ideas on why this thing would be set up this way?

like already said many OEM type shocks have almost no compression control. Not what you want of trying to go over 5mph Offroad
